Hiroshi Inaba was born in Hokkaido, a northern island of Japan, and worked at Hokkaido Electric Power Company for 4 years after graduating from Asahikawa technical high school. And then he entered Tokyo Denki University (TDU) in 1959 and earned his Bachelor and Master degrees, and went to USA to pursue a further study and received his PhD in Aerospace Engineering from the University of Texas (UT) at Austin in 1972. After returning to Japan, he was appointed as Assistant Professor of TDU, and then 2 years later he was invited to UT as Assistant Professor of Department of Aerospace Engineering (1974-1976) and returned to TDU in 1976.

After the service at UT he was appointed as Professor of the School of Science and Engineering at TDU and served as Chair of Department of Mathematical Sciences (1981-1985). And then he was appointed as the founding Chair of Department of Information Sciences, newly established in 1986, and worked for setting its graduate programs. He retired TDU after serving there for more than 30 years.

During this period, he further served as Assistant to the President, the Dean of the Graduate School of Science and Engineering (1993-1997), the Director of Research Institute for Science and Technology (2000-2004) and Leader of the Control Group of the 21st Century Center of Excellence (COE) Project on Human Adaptive Mechatronics (2004–2007).

He also served as President of IEEE System, Man and Cybernetics Tokyo Section (1990-1992), and as members of organizing committees for various international conferences and editors and guest editors of international journals. He further advanced joint international research with various universities of United States, Germany and United Kingdom.

He was awarded an International Short Visit Fellowship from the Royal Society of United Kingdom and visited the University of the West of England as Guest Professor for three months from February to April 2009.

His main research interest is mathematical systems theory, including theories of linear and nonlinear control systems, linear systems over rings, systems over rings, neural networks and dynamical machine vision.

In the autumn of 2015, he received from the Emperor of Japan an award "The Order of the Sacred Treasure, Gold and Neck Ribbon" for an enormous contribution to Education and Research. Further, in the Spring of 2023,he was awarded membership in the Aerospace Engineering and Enigineering Mechnaics Academy of Distinguished Alumuni, in recognition of a distinguished professional career and dedication to the support and avdancement of engineering education,
