Acceleration of adopting ICT infrastructure is one of the political methods for enhancing public information services in local governments. However, the impact of the acceleration is not clear and causes uncertainty in the political decisions. In this paper, we seek better understanding of the timing of adopting ICT infrastructure and the impact of it on the public information services. Using the data from the annual survey by Ministry of Internal Affairs and Communication, we argue the timing of adopting Local Area Network (LAN). According to the simple analysis, we find no statistical evidence that the timing of adoption affects the public information services. The result shows that the effective acceleration is not superficial execution.
