Ika (2009) demonstrated that research papers in the Project Management Journal and International Journal of Project Management published in 2004 or earlier had extended the definition of project success beyond the traditional criteria to include quality, cost, delivery time, and scope. Ika suggested that, in the future, project success would be discussed within the project, program, and portfolio (PPP) management framework. The progress of today’s projectized society has created a demand for project success based on organizational strategies. Furthermore, project success criteria have been altered to include the realization of benefits that may comprise various types of criteria, and a major part of the literature has clarified this. This tendency can be seen in the ISO21500 family, A Guide to the Project Management Body of Knowledge by the Project Management Institute, and the Individual Competence Baseline, version 4.0 by the International Project Management Association, but there is no formulation yet to specifically understand the benefits. By referring to Ika’s approach, this paper examines the expansion of project success factors as well as the realization of benefits in previous research. Finally, a structure for benefits in the context of PPP management is proposed, and it is confirmed that the probability of project success is enhanced by benefit management.
