Belkacem received the engineering degree in Electronics in 2006 from University of Abdelhamid Ibn Badis, Mostaganem, Algeria, and Magister (Master) degree in vision and pattern recognition in 2010 from University of Sciences and Technology of Oran, Algeria. In 2015, he got his PhD degree from Tokyo Institute of Technology, Japan.
His research is mainly devoted to eye movements and non-invasive brain-computer interfaces.
