地域における再生可能エネルギー事業化の現状と課題 : 「統合事業化モデル」再考 (特集 再生可能エネルギーによる地域再生 : 戦略的になすべきこと)

2012年の固定価格買取制度(FIT)導入後、急拡大した再生可能エネルギー(RE)は、多くが地域にとっては外来型のメガソーラー開発であることが明らかになっている。再生可能エネルギーによる地域再生の期待の一方、地域において事業化に取り組む当事者たちは現場で無数の課題に直面している。本稿は、地域におけるREの事業化過程をとらえる基本モデルとして舩橋晴俊らによって提起した「総合事業化モデル」の概説を行ったうえで、固定価格買取制度導入後の事業環境の変化をふまえて、事業化の焦点としての資金調達をめぐる現状と課題について、筆者が実施した東北地方の地域金融機関の融資動向調査や住民意識調査結果をもとに論じる。地域金融機関の融資動向から、地銀・第二地銀はRE関連融資に総じて積極的な姿勢が把握でき、地銀に比べて地域密着型の性格が色濃い信用金庫等の取り組み態勢・内容は、地銀に比してばらつきがあった。住民意識調査から、市民出資への関心や意欲はやや減退傾向にあるが、地域やエネルギー問題に関心を寄せ、自宅等でRE導入の経験を有している人が積極的であることがわかった。地域におけるRE事業に対しては、個別具体的な知見の蓄積や政策手法の開発に支援ニーズが移行しつつあり、変化した状況にあわせた知識の刷新とともに、対象への積極的な関与が求められることを論じた。The rapid expansion of renewable energy since the 2012 introduction of the Feed-in Tariff (FIT) law has highlighted that most related facilities stem from initiatives such as mega-solar development by external or multinational companies rather than being endogenous to local communities. Challenges associated with regional regeneration based on renewable energy must be addressed, but local enterprises face a variety of difficulties in this regard. This paper first outlines how the renewable energy business and its environment have been since the enforcement of the FIT law. This is followed by a review of the Integrated Business Model for Community-based Renewable Energy proposed by Professor Harutoshi Funabashi et al. as a basic approach capturing the process of community-based renewable energy projects. Then, with focus on issues related to financing, the paper describes the results of a financing trend survey of local financial institutions and a public opinion survey, both conducted in Japan's Tohoku region. Due to the trend of financing by local institutions, local banks have a generally positive attitude toward renewable energy project financing. Meanwhile, shinkin banks and credit unions (which form the core of community-based financial institutions) have developed a variety of attitudes toward renewableenergy finance compared to those of local banks. A public opinion survey conducted from 2012 to 2014 revealed two of the trend; 1) the people interested in the local community and energy issues, 2) the use of renewable energy at the homes, created a positive attitude toward investment in community-based renewable energy projects. This indicates that the needs of community-based renewable energy project support are shifting toward the development of more concrete methods based on specific knowledge and problem resolution.
