Tsubasa DOI is an Associate Professor at Hitotsubashi University, where he teaches courses in administrative law and a Visiting Scholar at University of Florence. His research interests include general administrative law, public domain law, and the history of public law. He earned a J.D. from the University of Tokyo, Graduate Schools for Law and Politics. His recent publication, "A transformation of administrative action" (Yuhikaku, 2021), examines theories of administrative action (Verwaltungsakt or acte administratif) in Germany and France to transform the current system of administrative law based on individual rights.

He is currently conducting research on the so-called "subjectivization" or "objectivization" of administrative law and administrative justice in French, German and Italian law.
