© 2019 The Institute of Electronics, Information and Communication Engineers (IEICE). This paper proposes a defragmentation scheme considering the link congestion. The proposed scheme avoids the congested links when a lightpath is rerouted, which distributes the traffic across the network and reduces the blocking probability.
