This article deals with two subjects pertaining to assessment for meaningful participation in lake basin governance, one being the application of Analytic Hierarchy Process(AHP) to the result of a general opinion survey on the value of Lake Biwa to obtain the properly weighted citizen sentiment that could be meaningfully integrated into a planning process: and another being the development of a visualization method to comprehend how the elaborations of workshops were developed. The two approaches were applied to the data generated through the revision process of the Lake Biwa Comprehensive Conservation Plan, otherwise known as the Mother Lake 21 Plan. The revision process of Phase I(1999-2010) has just been completed and the project is now moving into Phase II(2011-2020). One of the challenges in the process was to make sure that the Phase II plan takes into account the opinions of the prefectural residents of Shiga, the jurisdictional boundary of which pretty much coincided with the lake watershed boundary.For the first subject, the results of a simple opinion survey asking respondents to rank the order of importance of five major functional categories of Lake Biwa was used to gauge the value that people attached to the lake. According to the results, Shiga Prefectural citizens ranked the categories for Lake Biwa in the following order of importance: water resource, ecosystem, landscape, industry, and lifestyle. For the second subject, a method for analyzing the citizen workshop elaborations was proposed. The method makes use of a Japanese language text mining software※ for analyzing the frequency of occurrences of remarks and survey responses of a range of subject categories in a series of workshops. The matrix of the subject categories vs. the individual workshop activities, i.e,. introduction of the subject, discussion, survey, provision of information from experts, etc,. was transformed into a visual format for properly comprehending the workshop elaborations. The combined use of text mining and visual display of the matrix output help increase the understanding of the workshop process and its effectiveness for participants as well as non-participants in the workshop elaborations. ※KH Coder : (http://khc.sourceforge.net/)
