More than a year has passed since the start of Japan's Certified Nursery School system. Germany has been a leader in unifying levels of infant care and operates general infant education facilities known as Kindertagesstätte (KITA). The objective of this research is to report on the situation of the unification of infant care centering on the conditions prevalent in early choildhood education in Berlin, Germany.
