Varieties of Unionism? A Set-Theoretic Approach to Business, Labor and Unemployment Benefits Development

The determinants of unemployment protection and their differences across countries have been influential in the comparative and historical analysis of welfare states. However, scholarly evidence on the causes of unemployment insurance development is sometimes contradictory and disconnected. A set-theoretic approach based on qualitative comparative analysis (QCA) can resolve the conflicting evidence between power resource theory and the varieties of capitalism. By using a two-step QCA approach, this article reveals the interaction of labor unions and business that lead to the expansion of unemployment benefits. The analysis includes industrial trade unions in 11 sectors in early twentieth-century France. The results show that the craft-intensive enterprise was a necessary condition for trade unions to establish unemployment funds. Also, contrary to the literature that argues that a high union density is sufficient for unemployment insurance expansion, small trade unions in skill-intensive and low unemployment risk industries pursued the option of insurance. Besides, employment security was an essential driver for increasing the unemployment funds, as it supported its financial sustainability through workers’ regular premium payments. By exploring the combinations of two actors in different industries, this study shows the “varieties of unionism” hidden beneath the macro cross-national evidence provided by previous studies.
