Meta-surface inspired antenna (called MACKEY) which works not only in free space but also on metal plates, was proposed.In this paper, a dual-band MACKEY device, in which the position of the dipole antenna is changed from the center of the substrate, is proposed. Additionally, the conditions for controlling the resonance frequencies are clarified.
