Kouji Shibata was born in Shimada, Shizuoka, Japan, in 1970. After graduating from the Engineering Department at the Kanazawa Institute of Technology in Ishikawa, Japan, in 1993, he took up employment with SPC Electronics Corp. (Shimada Physical & Chemical Industrial Co., Ltd.) in Chofu, Tokyo, Japan. His roles there included designing and developing passive circuits such as filters, couplers, diplexers and antennas in the microwave/millimeter band. He was also involved in the development of a 12-sector corner reflector antenna loaded with a dielectric layer and pin diode switches for a 19-GHz-band high-speed wireless LAN (VJ25 System) and a transistor-type driver circuit for associated usage. Other projects included the development of a Ku-band high-gain microstrip array antenna for satellite communication. In 2001, he moved to Stanley Electric Corp. in Yokohama, Kanagawa, Japan, where he engaged in the development of a millimeter-wave radar system and a test bed for satellite communication at the company’s Institute of Technology. In 2003 he served as a 21st-Century COE Program researcher under MEXT (Japan’s Ministry of Education, Culture, Sports, Science and Technology), and worked at Selegian Polytechnic in Tokyo, Japan, as a part-time lecturer. In 2001 and 2004, respectively, he completed the Master's and Doctoral Programs of Aoyama Gakuin University Graduate School in Tokyo, Japan, and holds Doctor of Engineering status. In 2004 he took up a position as a lecturer at Hachinohe Institute of Technology in Japan and became an associate professor in 2015. He is currently engaged in research on electrical constant measurement for passive components in the high-frequency band and the development of a small sensor information mobile Internet communication system using an ARM microcomputers running on Linux. He was Assistant Secretary of IEICE's Microwave Research Committee from 2009 to 2010, and from 2008 to 2013 contributed to the Yokohama Microwave Exhibition Committee (also organized by IEICE), which runs student exhibition contests. From 2012 to 2015 he was a member of IEICE's Microwave Technical Committee, and also served as Vice-Chairman of Finance for the Asia-Pacific Microwave Conference (APMC 2014) in Sendai, Japan. He additionally contributed as a chair at the TC02 EMC Measurement, EM Environment and A3 Material Measurement & Network Analysis sessions at APEMC 2016 in Shenzhen, China, and at AP-RASC 2016 in Seoul, Korea.
