For lifeline systems supporting urban activities, disaster chains and system interactions are serious problems under and emergency situation. Some information-sharing systems in an emergency case are proposed. But, they have some problems in actual use. This paper discusses the following two subjects. The first subject is the confusion of communication infrastructures caused by network troubles, e.g. congestion. The other is the jumble of information contents by indirect data-exchange amang lifeline systems. We tried to find the solution to these problems by using standalone distributed-type GIS. In addition, we show a conception of system and contents to be required.
