我々は，情報化が進む初中等教育現場で問題となることが多いデジタル著作物の著作権処理について，著者や各種権利団体等と対話をし，教育現場での十全な著作物利用を促進するためのコンソーシアムの設立を目指している．そのために，2014 年 5 月に同様の趣旨で高等教育向けに設立された大学学習資源コンソーシアム (CLR） の構成員，フェアユースに関する研究やデジタル教科書開発を専門とする大学研究室の有識者らと，情報交換・検討会を行った．2015 年 3 月以降を目処に，我々が構想する新しいコンソーシアム設立のためのオープンな研究会を幾度か開催する予定もある．本稿では，これまでの情報交換・検討会で話しあった概要や課題を報告する．とくにコンソーシアムの実務上重要な教育用デジタル著作物のステークホルダーの洗い出しを行った．The introduction of ICT in primary and secondary education has been promoted. As a result, the copyright processing of digital material has become a problem. Therefore, we are aiming to establish a consortium for the handling of copyright issues relating to digital material used in educational settings. For that purpose, we have been undertaking information exchanges and study meetings with a member of "The Consortium for Learning Resources (for higher education: Established May, 2014)" and university researchers who specializes in "fair use" or in the development of digital textbooks, etc. In addition, we are planning to hold open study meetings for the purpose of establishing the new consortium(for primary and secondary education) in or after March, 2015. This paper summaries the issues discussed at the information exchanges and study meetings. In particular, we clarify the stakeholders involved in the use of digital material for education.
