A Survey of Loan Services to Groups by Public Libraries for the People with Disabilities - A Case in Kochi Prefecture -

Recent enactment of the Act for Eliminating Discrimination against Persons with Disabilities and the Act for Improvement of Reading Environment for Visually Impaired Persons has prompted public library services for people with print disabilities. OTEPIA Kochi Library and OTEPIA Kochi Talking Book & Braille Library have established "Sakura Barrier-Free Library", a system for loan services to groups for the people with disabilities. The authors studied the activities of Sakura Barrier-Free Library and actual situations of utilization of the service on the part of user groups by interviewing persons involved. Results indicated that publicity made by the libraries were instrumental in improving visibility of the service. While the variety of materials provided by the service contributed to wider recognition and utilization of documents, shearing of knowledge on the utilization was found to be still insufficient.
