Norio Usui is a practitioner-track professor of the Economic Development for International Development Program (IDP) at International University of Japan (IUJ). He teaches graduate courses—Evolving development paradigms and changing operational strategies of development organizations; Agricultural development and resource revenue management; Roles of government and entrepreneurs in development; and Public finance (IMF core). He worked for Asian Development Bank (ADB), Manila, Philippines, for over 15 years (2000-2002 and 2005-2019): Pacific Department, Southeast Asia Department, Central and West Asia Department, and Economics and Research Department, where he mainly managed economic monitoring and policy dialogues with over 15 developing countries in Asia and the Pacific. He was also posted as a professor of development economics at the University of Nagano (2018-2020), Kansai University (2002-2005), Chiba University (1993-2000), and the University of Shizuoka (1991-1993). He filled the posts of a resident policy advisor for the Government of Indonesia during the Asian financial crisis (1998-2000), a team leader for JBIC’s study on Indonesia’s fiscal decentralization (2002-2003), and an advisor for the Japanese Government for the country operation strategy for Indonesia (2003-2004). He got involved in executive training programs on “New Thinking of Development and Policy” (2008) and “Cutting Edge of Development Thinking” (2012) at Kennedy School, Harvard University.
