The local-time-dependent precursory decreases of cosmic rays in front of the IMF-shock wave were observed at several neutron monitor stations and muon telescopes at Nagoya and Hobart. This event was interpreted as being due to the IMF-collimated outward flow of the low-density cosmic rays across the shock from the inside of the Forbush decrease which started on April 16, 1994. As a major H alpha flare X-ray flare and radio burst were not found on the sun during April 12-14 1994, this IMF-shock is probably caused by CME lifting off the sun on April 14 1994. The characteristics of the collimated flow responsible for the decrease are discussed.
