１． 専門分野：比較国際教育学・国際教育開発論

２． 研究テーマ

発展途上国における教育開発・教育政策、国際教育協力、アジア高等教育の国際化・地域化、インクルーシブ教育、教育のグローバルガバナンス等。

３．履歴

1989年早稲田大学政治経済学部卒業。1992年アジア経済研究所開発スクール修了。1993年スタンフォード大学大学院修士課程修了（M.A）。1996年コーネル大学大学院博士課程修了（Ph.D.）。米国海外開発評議会（ワシントン）研究員、世界銀行アジア太平洋地域局コンサルタント、広島大学教育開発国際協力研究センター講師、助教授を経て、現職。

４．その他の職歴・社会貢献

現在、早稲田大学評議員、国際協力機構（JICA）緒方貞子平和開発研究所客員研究員、文部科学省国費外国人留学生選考委員会委員・アジア学生文化協会理事、ユネスコアジア文化センター評議員等。これまでも日本ユネスコ国内委員会委員・同SDGｓ特別推進分科会委員、文部科学省国際教育協力懇談会委員・ユネスコ活動費補助金審査委員会委員長・科学技術学術政策審議会国際戦略委員会委員・戦略的な留学生交流の推進に関する検討会委員・国際バカロレアに関する有識者会議委員、外務省「教育協力政策の評価」アドバイザー、東京大学大学院教育学研究科客員教授、ユネスコ国際教育計画研究所客員研究員、早稲田大学留学センター所長・国際部長・アジア太平洋研究科長等を務めた。他に国際協力機構、日本学術振興会、日本学生支援機構、国際交流基金等で委員多数。

５．学会・学術誌関係

現在、日本比較教育学会常任理事、世界比較教育学会連合（WCCES）研究委員長、国際開発学会理事、International Journal of Educational Development及びGlobal Comparative Education編集委員。これまでもPeabody Journal of Education, UNESCO Global Education Monitoring Report、『比較教育学研究』等の編集委員、『国際開発研究』『アフリカ教育研究』編集委員長を務めた。
