本発表では、牧畜民世帯をさまざまな関係が交差し束ねられている結節点ととらえ、発表者が90年代前半から調査して来た西モンゴルの事例を中心に、その経営形態の変化にもとづいて諸関係を整理し、宿営地集団(ホトアイル)や季節移動と機会主義的移動(オトル)といったこれまでの概念を再検討する。それによって、ポスト社会主義以降のモンゴル国における牧畜経営の記述と今後の変化を予想する新しい分析の枠組みを考える。

モンゴルでは、移動牧畜がおこなわれてきたが、1990年代以降、市場経済化と温暖化・乾燥化という大きな変化にさらされた。これらの変化に適応させることを目的にうたい、おおくの国際援助機関がプロジェクトを実施してきた。現在その主流は「コミュニティを基盤とした自然資源管理」の考え方にもとづくプロジェクトであるが、コミュニティを実体的に組織しようとすることが資源利用の現実と合わない問題点を生んでいる。
