Since accidents and scandals involving organizational factors are occurring frequently in recent years, in order to secure safety, the recognition that "safety culture" must be built is spreading in various industrial organizations. However, since the concept of "safety culture" is too abstract, it is the present condition that the method of developing concretely in an organization is not found. In this study, the component of "safety culture" is analyzed from the knowledge acquired by precedence research, and based on these components, the method of evaluating "safety culture" concretely (safety culture assessment tool: SCAT) was developed. As a future subject, examination of the reliability and validity of SCAT, and the practical use of SCAT are discussed.
