Dr. Kobayashi is a Professor at Meiji University's Graduate School of Governance Studies in Tokyo, Japan, where he specializes in researching international politics and national security. Previously, he served as the Cabinet Intelligence Officer (CIO) for Middle East and terrorism analysis at the Cabinet Intelligence and Research Office (CIRO), the highest intelligence analyst position in the Japanese government. Before joining Meiji University in 2019, Dr. Kobayashi spent over three decades working for the Japanese government in various capacities, including the Cabinet Secretariat, the Ministry of Foreign Affairs, and the National Police Agency, with a primary focus on national security and public safety matters. Dr. Kobayashi has also worked abroad for nine years in the United States, Canada, and Hong Kong. He holds a Ph.D. in International Studies from Waseda University, an MIPP from George Washington University, an LL.B. from the University of Tokyo, and two other master's degrees. Dr. Kobayashi has authored numerous academic publications on national security and public safety topics.
