Dr. Insung Jung has been a professor of Education at the International Christian University (ICU, a premier liberal arts college in Japan) since 2003. Before joining ICU in 2003, she served as the Director of the Multimedia Education Center at the Ewha Women’s University in Seoul for three years. The Center was established to develop, deliver and manage e-learning programs for the University (http://cyber.ewha.ac.kr/index.php/). She established numerous collaborative relationships with national, regional and international institutions to develop and deliver online programs to professional women (e.g., e-learning specialist certification programs; online courses in Korean Studies and Women’s Studies; an online program for women in business) in the region and throughout the world. From 1992 through 2000, she was on the faculty of the Korea National Open University (KNOU, Korea’s premier distance learning institution) and led several research and development projects on the design and evaluation of various technology-enhanced education. Her contributions to KNOU include the establishment of video conferencing system connecting KNOU’s 12 regional centers across the nation, the development of the first version of KNOU online database digitizing its video and audio lectures, and the integration of network technologies in one-way distance education at KNOU in the 1990s, all with the Korean government’s Informatization in Education fund. She has edited and authored several books with scholars from various parts of the world, including recent publications: “Distance and blended learning in Asia” (2009, Routledge), “Quality, quality assurance and accreditation in distance education and e-learning: Models, policies and research” (2011, Routledge), "Quality assurance in distance education and e-learning: Challenges and solutions from Asia" (2012, Sage Publications), “Online learner competencies: Knowledge, skills and attitudes for successful learning in online and blended settings” (2013, Information Age Publishing), "Culture and online learning: Global perspectives and research" (2014, Stylus), and “Liberal arts education and colleges in East Asia: Possibilities and challenges in the global age” (2016, Springer). Her recently edited book titled “Open and distance education theory revisited: Implications for the digital era” will be published in June 2019 by Springer. She has served as a consultant and advisor in DE/e-learning to numerous national and international institutions, including: UNESCO’s Open and Distance Learning Initiative for Higher Education Knowledge Base (ODLKB), World Bank’s Human Development Network, the APEC ICT Human Capacity Building and Facilitation of Human Resources Exchange, Asia Development Bank Institute, the Advisory Committee of World Bank’s GDLN project in Korea, the Committees of several Korean Ministries and higher education institutions; the judging committee for NHK’s Japan Prize, and the executive board of the International Development Research Centre (IDRC)-sponsored Openness and Quality in DE in Asia project. Moreover, she has been involved in Korea’s national policy development in DE including a recent ASEAN Cyber University project, and has evaluated a number of initiatives in which information and communications technologies (ICT) have been used in the K-12, tertiary, teacher training, and corporate education sub-sectors. She has conducted extensive research in DE and quality assurance. Recently she worked as the project leader of the so called Future Liberal Arts Colleges project and the Design and Implementation of a New Faculty Orientation Program for Liberal Arts Education. Currently, she is serving as a leader of Global Research Network for Liberal Arts Education; a co-editor-in-chief of the International Journal for Educational Media and Technology; a member of an editorial board of the International Review of Research in Open and Distance Education; an associate editor of International Journal of Distance Education Technologies; an editorial board member of Distance Education, Asian Journal of Distance Education, International Journal of Educational Technology in Higher Education, Journal of Online Learning and Teaching (USA), the Journal of Distance Learning, and an advisor to the International Board of Standards for Training, Performance and Instruction (ibstpi), and a reviewer of several other journals including British Journal of Educational Technology, Educational Technology Research & Development, Computers & Education, and Journal of Educational Technology & Society.
