A brief description is given about our recent theory on microscopic processes giving the energy gain and loss of a two-dimensional electron system in long-range potential fluctuations at the breakdown of the quantum Hall effect in the case of even-integer filling factors. Considering the Coulomb scattering within a broadened Landau level as a mechanism of the gain, we show that the electron temperature T-e and the diagonal conductivity sigma (xx) exhibit a bistability above the lower critical electric field E-c1, and that the orders of magnitude of E-c1 as well as T-e and sigma (xx) at E-c1 are in agreement with the observed ones.
