He was born in 1963 and graduated from Tsukuba University. While still a student, Mizukoshi engaged in user experience research for product planning at the design office, COATO. MA of the graduate school of sociology, the University of Tokyo.

Mizukoshi was at the Institute of Socio-Information and Communication Studies at the University of Tokyo, first as a research associate and then as an associate professor. He joined the Interfaculty Initiative in Information Studies, University of Tokyo, as a founding member.

Mizukoshi advocates socio-media studies based on historical and social perspectives rather than focused on information technology-oriented ones. One of his primary research activities, undertaken with his colleagues, is the MELL Project (Media Expression, Learning and Literacy Project): a practical group study on citizen's media expression and media literacy and its successive group: MELL Platz.

After spending 33 years on the Hongo Campus, he transferred to the present position at Osaka in 2022.

In 2014, Mizukoshi started to publish a magazine, "5: Designing Media Ecology," with Osamu Sakura, Yoshitaka Mouri, and other editorial members. Using both English and Japanese, it has tried to connect critical thought with practical design and produce a new media & communication research field.
