He was born in 1963 and graduated from Tsukuba University. While still a student, Mizukoshi conducted user experience research for product planning at the design office COATO. MA of the graduate school of sociology, the University of Tokyo.

Mizukoshi was at the Institute of Socio-Information and Communication Studies at the University of Tokyo, first as a research associate and then as an associate professor. He joined the Interfaculty Initiative in Information Studies at the University of Tokyo as a founding member.

Mizukoshi advocates socio-media studies based on historical and social perspectives rather than information technology-oriented ones. One of his primary research activities, undertaken with his colleagues, is the MELL Project (Media Expression, Learning and Literacy Project): a practical group study on citizens' media expression and media literacy and its successor group: MELL Platz.

After spending 33 years on the Hongo Campus, he transferred to his current position in Osaka in 2022.

In 2014, Mizukoshi began publishing a magazine titled "5: Designing Media Ecology" with Osamu Sakura, Yoshitaka Mouri, and other editorial members. Using both English and Japanese, it has sought to connect critical thought with practical design and to establish a new field of research in media and communication.

Since 2023, Mizukoshi has worked as a sub-director of INSTeM (Inter-field Network for Science, Technology, and Media Studies), a small Foundation with Osamu Sakura and others, to bridge universities and society, experts and the general public, and to practically design literacy in a broad sense.
