In the event of a disaster, it is essential to understand the status of the members in an organization. The best method to ensure gathering of information for performing safety confirmation differs according to the scale of the occurring disaster and the time and thus, assessment of safety confirmation implementation is difficult at the present time. Besides that, it is difficult to predict the best method of delivery that could ensure exchange of messages during when a disaster occurs. Delivering a message to a recipient using a delivery method could fail while other methods could be capable of delivering the message. Therefore, a system that combines various existing delivery methods to provide a higher chance of delivering messages to recipients is proposed. Besides that, the proposed system is designed to consider addition of new delivery methods so that it would be easier to embed the new methods to the proposed system and thus ensuring a successful delivery of messages.
