This paper aims to clarify problems in certificate system of carbon dioxide fixation in Hervest Wood Prodaucts(HWP) and to have its prospects in Japan. This system has two types; the system established in the forestry area and in the area where is a lot of wood consumption, and the most of systems in Japan are the former. The latter system is an epoc-making system and "Minato Model" is the one in Japan, but insentive of using this system does not work because it is difficult to fit the local one to the one of international frameworks about HWP as Carbon stock. The system should be established to fit local characteristics and what we expect by this reserch is not being this system developed just for localforestry, but for national forestry and wood utilization
