Commercial Redevelopment Projects and Public-Private Partnerships in the City Center of Kagoshima City: A Comparison of the Kagoshima Chuo Station and Tenmonkan Districts

The opening of the Kyushu Shinkansen Station has transformed the city center's commercial functions in Kagoshima City. This study uses Kagoshima City as a case study and examines the competitive relationship between Tenmonkan district—a traditional shopping center—and the Kagoshima Chuo Station district—a redeveloped area near the Kagoshima Chuo railway station. Furthermore, it clarifies the effects of commercial redevelopment projects through public-private partnerships on the spatial structure of local cities. Thus, this study's results can be summarized in the following three points. First, regarding the influence of redevelopment projects on the emergence of multipolar commercial agglomerations, suburban development and redevelopment of the Kagoshima Chuo Station area reduced commerce in the Tenmonkan district, resulting in three commercial agglomerations in Kagoshima City. Second, the redevelopment of the Kagoshima Chuo Station area transformed the deteriorated shopping area in front of the station into an urban residential space with commercial and residential functions. Moreover, during the redevelopment, Kagoshima City replaced and widened roads to improve circulation around Kagoshima Chuo Station, and the enhancement of commercial functions was achieved through public-private partnerships. Third, as the decline of commercial functions in the Tenmonkan area became increasingly severe, including the withdrawal of department stores, local firms led redevelopment projects to maintain commercial functions. Furthermore, attempts were made to construct a new cultural and commercial complex using public real estate and install a library and other public facilities in the redeveloped building. These efforts aimed to ensure the circulation of visitors and maintain the liveliness of the existing central shopping district.
