This paper presents a practical decision-making framework for the global maintenance management planning of port mooring facilities, using the net present value (NPV) as an indicator of a cost-benefit analysis. Based on a case study of a real port including five mooring facilities, this study uses simple models for the decision-making processes entailed in the development of global maintenance and management plans. The influences of the extended service life of the facilities and annual budget limits are also investigated. As a result, the NPV is found to be a promising indicator, leading the facilities toward preventive maintenance. The practical decision-making framework presented in this study is beneficial for the global maintenance and management planning of ports.
