高齢化・過疎化の進行や TPP による農業自由化圧力等により、農村地域は激変にさらされている。国家・地方財政の逼迫により財政支援も望めない状況下で、住民が関係主体と共に主体的に地域の課題に取り組む必要があり、地域内外の関係者を繋いで知識と情報の対流をおこす必要がある。今回は、総務省の SCOPE で研究開発に取り組んでいる、Facebook をベースとして、農村地域に情報共有、情報発信、交流、地域間連携を促進するシステムの概要について報告する。Aging and getting depopulated accompanied by a pressure to make agricultural liberalization in TPP has been causing a dynamic change in rural areas. While both national and local governments can't afford to help them financially with huge budget deficit, the rural habitants voluntarily have to take responsibilities to cope with their own difficulties in their areas and to do so, dynamic flow of knowledge and information is needed. In this paper, we introduce a multi-layer-cooperation system to trigger information sharing, information transmission, communication and cooperation in rural areas.
